Sir!
In the absence of the Secretary at War I have the honor to acknowledge the receipt of yours favor of the 10th and 15th Ultimo from [undecipherable] County Virginia, and also yours of the 25th Ulto from Hillsborough North Carolina, with their enclosures, which were immediately transmitted to Congress.
I enclose you a Resolve of Congress of the 20th Instant appointing you Agent for [underline: the Chickasaw Nation of Indians with the same powers as are Specified in your appointment for the Cherokee Nation.]
You have also enclosed the Resolves of the 12th and 14th Instant which have been transmitted to the Superintendants of the Southern and Northern Districts.
Richard Winn Esqr. is the Superintendant for the Southern District his residence is at Winnsborough in the interior part of South Carolina, any letters directed to him at Charlestown South Carolina, with a request on the letter to the Post Master there that he would forward the same, will reach the Superintendant.
The Superintendants have no forms of licence for traders from this Office, but have had the mode of executing that business with Speeches to the Indians relative to traders left to themselves — the materials for which are contained in the Ordinance for the regulation of Indian affairs passed August 7th 1786 which was transmitted to you.
Your attention in communicating all material intelligence [undecipherable] the Indians will be highly satisfactory to Congress and the Secretary at War.
