The Act of Congres of the 22.d [undecipherable] allowing you one year pay as a L.t Col. refers immedieatlyto the Act of the 24.th November1778 and consider you an Officer re= =tired from Service agreably to the said Act.

The Commisioner of Army Accounts has ever considered the officers retiering under this description to be entitled to one year Nominal pay and those who been settled by him have recieved only the value thereof. I am therefore of Opinion that the Act before me does not authorize my grant= =ing you a Certificate for more than one hundred and forty four dollars the [undecipherable] value of one year Nominal pay of a L.t Col. the Interest of which to take place the day the reso= =lution payed.
