This may certify that in the month of November 1790 Lieut Thomas Wm Cushing was, by the council of the then State now Commonwealth of Massachusetts, promoted to Captain Lieutenant in the first Regiment of the Massachusetts Line of the Continental Army, commanded by Coll [undecipherable: Vose] &ca agreeant in the usual form and made and [undecipherable] to said Vose agreeably to his request — A certificate of said promotion & the form presented was also transmitted directed to the Hon Board of War of the United States, under the cover cover with the warrant, to the end that a Commission should [pass] agreeably to the said Promotion, as particularly directed by the resolves of Congress in such cases —
