Dear Howell
I have to request the favor of you to shew the Board of Treasury my letters of the 24th of January & 2d of April last with that of Mr Pierce of the 27th of July in answer to the first in order to read more fully harp the cause of not appearing to have rightly understood the ordinance however it may differ in opinion —
The first advy you will find one at the instance of the three, the second I think speaks a little upon my construction of the ordinance & was meant fully to examine the reasoning & consequences of the opinions given in Mr Pierce's letter of the 27th of July —
