your letter of this date, is included in the account of the 2d Regiment of artillery and a certificate for the balance of clothing due him, has been paid by this office to Capt William Stevens agent to the said Regiment amounting to 19[undecipherable] Dollars

The act of Congress of the 2d of November 1785 declares the claim in this office and no relief can be granted him by the commissioners of accounts unless by the special authority of Congress

On the 9th of June last I wrote you a few lines on behalf of Mr. Pierce of an omitted Warrant N. 967 for 444 Dollars drawn by the Commissioners of the Treasury in his favour — Mr. Pierce not hearing from you, [undecipherable] of being unable by indisposition to write, has requested me to inform you, that he will be particularly obliged to you to furnish him by the first conveyance the receipt he gave you for 500 Dollars and to send a bill drawn in his favour for the balance of the 100 Dollars — the latter transaction I am not particularly acquainted with but Mr Pierce informs me that you will perfectly understand the subject
