Pannell claims pay.
Your Commissioners beg leave further to observe that the certificate of other officers [undecipherable: probable reading "carries"] with it a belief that Col. Pannell did not resign his Commission.
And further it appears improper that the inferior officers [undecipherable: interlined insertion] should intimidate those of their superiors.
Whereupon your Commissioners in consideration of this contradictory evidence is opinion that the claim of the Petitioner is not yet sufficiently supported to authorize a Settlement.
