Sir,
The accounts of Joseph Thing late agent to the regiment of Artilleers have so far undergone an examination that the balance due from him is ascertained. The commissioners arising on his specie of Certificates I send will more than cover this balance. You are therefore at full liberty to grant to him such monies as may arise from his pension and when his accounts are finally closed, shall transmit you a Certificate in proper form. This is merely a temporary relief to Mr Thing which I flatter myself will be sufficient to justify your returning the act I now sign to the contrary.
