Sir,
The accounts of Joseph Thing late agent to the regiment of Artisiers have so far undergone an examination that the balance due from him is ascertained. The commissioners arising on his [undecipherable] of Certificates I lend will more than cover this balance. You are therefore at full liberty to grant to him such monies as may arise from his pension and when his accounts are finally closed I will transmit you a [undecipherable] in proper form. This is merely as a temporary relief to Mr Thing which I flatter myself will be sufficient to justify your notwithstanding the act of Congress to the contrary.
