Your favor of the 16th of April instant I have had the honor of receiving and immediately attended to your request in receiving from Capt Stanton the final Settlement Certificates for the Several balances due to the artificers in the late Col. Baldwins regiment, which he had on hand being eight in number as you will perceive by the inclosed list. The other persons mentioned in said list to whom he has paid their several balances you have his vouchers for the payment.
I have frequent applications made to me by the Soldiers belonging to the Invalid Corps for their Certificates — Should be greatly obliged to you if you will direct the agent to forward the same, for that part of the regiment belonging to Massachusetts.
There are two delinquent agents the one of whom is at West Point town, Mr Nelson agent for the 8th regiment late Col. Greaton's, to whom I have wrote, but can recieve no answer from him. The other is Mr Hamilton agent for the 4th regiment who has acted a very base part in defrauding the Soldiers of their hear earned dues and has absconded himself.
For the Sake of the Soldiers I wish Some Steps might be taken to bring Capt Nelson to a Settlement, and as to the other I do not know what can be done, tho I think it exceedingly hard that the Soldiers should be deprived of their Several balances thro the villany of their agent — — I am Sir Yours
