Gentlemen
In compliance with the direction of your honorable board I do leave to report on the memorial of Hannah Pierce widow of the late lieutenant [strikethrough: Pierce] Timothy Pierce
That it appears by the journals of Congress that on the 28th of June 1779 the petitioners husband was appointed a lieutenant in captain Simon Spaldings company raised in the town of Westmoreland in a district country at that time in dispute between the States of Connecticut and Pennsylvania.
That it appears by the musters of this company that the said lieut Pierce was killed in his service on the 3d day of July 1779.
That the petitioner, being the widow of said Pierce, is entitled agreeable to the resolve of Congress of May 15th 1778, and August 24th 1780, to seven years half pay on the appointment of lieutenant the provision to which payment is recommended to be made, by [strikethrough: which] the state to which the said lieut Pierce did along.
That it appears by the returns and papers of this office that capt Spaldings company has been considered as a part of the quota of the State of Connecticut and as such, as far as they have been entitled, have received their depreciation from that State.
That by a decision of a federal court entered on the journals of Congress the third day of January 1782 it appears that the jurisdiction & pre-emption of the said district of right belongs to the State of Pennsylvania.
In consequence of which decision I should have been of opinion that the troops which had defended this district ought to have been [undecipherable] for in the state which has received a benefit from their services and that as it now appears that the inhabitants of the district belonged to Pennsylvania the
