Nov. 24, 1789
This is to certify, that it appears by the records of this office, that in the year 1780, the Massachusetts line of the late army consisted of sixteen regiments of infantry. That by this then establishment, the regiments commanded by colonels, had each five captains, and the regiments commanded by lieutenant colonels commandant had each seven captains— That there were thirteen regiments of the first and three regiments of the second description in the said line, and that the whole number of captains therein amounted to ninety nine—
That on the arrangement which took effect on the first day of January 1783, the said Massachusetts line was reduced to ten regiments, each of which had nine captains amounting in all to ninety captains.
Hence it appears, that had all the vacancies which happened during the said year 1783 been filled agreeably to the establishment, that more captains must have been deranged on the first day of January 1784 but only five captains were then arranged as four vacancies of captains had not been filled in.
