make the same a proper charge against the State of Georgia, and is further of opinion that the Vouchers mentioned [undecipherable] are not sufficient to warrant us have against the State as it does not appear that any account of the Expenses have been rendered to the State or that the officers have [undecipherable] the same on the Settlement of their accounts with the Auditor of that State. Your Commissioner further begs leave to report that it appears in his resolution of Jany: the 9^th [undecipherable] [undecipherable] that the determination of the [undecipherable] of [undecipherable] are recommended to be settled by the several States, that the general officers were censured and in his own, complained their respectful lines — That the State of Connecticut of which general [undecipherable] was an inhabitant has filed his account to the first day of January 1781 and no further And That the general has petitioned the Legislature of Connecticut for the further Settlement of his account to the last day of August 1780 which memorial was negatived — Whereupon your Commissioner humbly submits the following question: "Whether the general shall still be referred to the State or that one of the officers of Congress be directed to Settle his accounts for this period." Report on the petition of [undecipherable] Pierce Office of Army Accounts New York March 20^th 1793 Gentlemen In compliance with the direction of your hon:^ble Board of the 8^th instant I beg leave to report on the petition of [undecipherable: probable reading "Moor Taunt Leboy"] That he Stand charged with three thousand dollars received by him from the military chest in the year 1777. That he has attested that he has laid out this money for the recruiting and equipping the Troops which he commanded during the war in the 4^th Regiment of light dragoons of [undecipherable] That the petitioner further alleges that he Settled his account of the disbursements [undecipherable] with Col. Moylan and delivered up to him his vouchers a [undecipherable] having any receipt or acknowledgment of such delivery, which the Col. at this time as I am informed refuses to give. That in this Situation of the petitioner's account, I have thought it best to put a Stop upon the arrears still due the petitioner, which however can not with propriety be granted to him, until this money is regularly accounted for or until he can obtain from Col. Moylan, such an acknowledgment as will make the Colonel to be answerable to the public for it. And That Colonel Moylan has received from the United States sundry sums of money (as will appear by the inclosed account) the disbursements of which he has rendered no account of, a tho often called on by me for that purpose, which might renders it unsafe to settle with the officers of his regiment and has caused me to make Stoppages from them to cover any money they may have received from him. Wherefore I am of opinion that Colonel Moylan ought first to be brought to render his account, before any measures can be taken to redress the grievances of the petitioners and the other officers of the regiment.
