Joseph Howell Esq. Philadelphia Feb: 28^th 1799 Sir I received yours the 4^th Inst. and am very sorry to see that Your Account cannot be closed, & for what reason I cannot tell — I have spoke to Col. Miller he told me that all the Charges against him were paid and that it was impossible to have taken receipts as the Prices would not meet with the bill on their March [undecipherable] ask for Money thus he will testify. Commissioners Office Philadelphia March 8, 1798 Sir I am favoured with your Letter of the [undecipherable] Note and am much concerned to find objections have arisen to impede the settlement of the Accounts sent you — I cannot foresee the reasons which operate with the [undecipherable] against their admissibility, as I am well [aware?] that claims of the same nature, and exactly [undecipherable] in every circumstance (particularly those [undecipherable] who have been settled within these few weeks — I am [sorry?] that you have had so much trouble in this [affair?] and return you many thanks for your attention, not having a Shadow of doubt, that you have done every thing in your power — I have now [undecipherable] that should these objections still remain you, by the first opportunity return me the [papers?] that I may Reacquaint [undecipherable] with the cause of the refusal. — They are now debarred the means of [undecipherable] them [funded?] by this State, and [undecipherable] drawing Interest, however, should they be [called?] — I [trust?] no great [loss?] will accrue, as Continental Securities will be of equal value to those of Pennsylvania.
