New York February 26th 1788
Sir,
I have received your letter of the 8th of February last respecting the Settlement of the accounts of Col. Thomas Clark, as I have no Deputy in North Carolina and as there is no person there that can with propriety be directed to transmit the Receipts for me, there it will be necessary that he Send on his accounts and Vouchers to this office for adjustment; the circumstance you mention of his doing work from himself is not material one, for if he Send on his papers by another it will answer the same purpose, as he was present and undoubtedly he will find a Gentleman of Congress from the State who will undertake the [strikethrough: business] Settlement for him. The other inconvenience he labors under can be remedied by his first making a Settlement with the State for the part of his accounts that must be closed in North Carolina, &then forwarding on the Vouchers here. It will be necessary in that case to forward on also a certified Copy of his Settlement there, as I may have occasion to recur to it when I Settle his accounts —
I am of opinion that the State will readily replace in his hands such Vouchers as are his Continental Settlement, as they will be lodged in my Office when the State account is also Settled, she will therefore at any time have access to them in her Settlement with the Union which will be the only material purpose that such papers can answer
