Dear Sir,
Having just arrived at this place I take an early opportunity to consult with Gen. Knox and Savage a here on the subject of your demands against the United States and they are both of opinion that your resignation in 1781 must be deemed conclusive late in respect to your appointment as a Captain and as it affects the commission. I have wished to grant at least the pay but find that I shall not be justified in doing it, and it gives me a very painful and unhappy [undecipherable] to be obliged to deny what I am sensible your merit entitles you to. The transactions that have taken place in Pennsylvania can be no freedom here, and nothing will cause an opinion of the continuance of your Commission, but a direct certificate from the Records of Gen. Washington on the subject
