New York Feb 18th 1788

Sir

I am directed by Mr Pierce to acquaint you that he his willing to issue a certificate for the amount of stoppages made from Colonol Bay and provided you will retain the same in your possession to be returned in case a balance should be found due the United States on settlement of his accounts.

Mr Pierce is induced to this measure to oblige Col Bayard and enable him to have the certificate founded before the time expires. If you can retain the certificate you will please to inform me and I will forward it by the first conveyance.

The enclosed letter for W White you will please to deliver him if in Philadelphia if not please to favoured if as directed - may I hsve your attention to the request contained in my letter of the 13th inst.
