will not surrender without a pecuniary reward. and that all the several Officers have in settlement of their accounts voluntarily Credited the moneys charges them and which appears to be the same as is set forth in the Memorandums, yet as far the greater part of the Officers have still to account with the United States. and several being dead, your Commissioner conceives it will prove injurious to the United States to exonerate the Estate of Genl De Haas before those Officers to whom he has advanced Money have accounted for the same.
