Resolution of Congress of the 28^th July 1779, in some instances the his Office has Certified, that the articles Georgia have been furnished by the Soldiers mentioned, in there the State has made payment without being now able to produce such evidence — but they alledge that satisfactory evidence must have been offered at the time of [undecipherable] of such persons being entitled to receive it. The State having advanced this payment which the proper pay Masters [undecipherable: have foregone] its incapable of [undecipherable: repaying], and renders [undecipherable] Congress [undecipherable: authorizing] this object of the obscure justice demands that such should be helped.
