Joseph Howell Eqr
Mendham 28th Jans 1799
Sir
I have wrote to you twice before on one Subject, as I have not heard from you I am under the necessity of troubling you again. — I have assumed a warrant entitling me to one hundred and fifty dollarsallow — there Yours is now due on the same — I have lately applied to the treasury of this State, but am told that Congress have resolved that no more monies be paid to Invalid Officers unless they produce Certificates that they are not Indebted to the public. I have not seen the resolve but suppose such certificate must come from the Office of Army Accounts — my name as Adjutant of the fourth Jersey regiment is to be found among others that were prisoners on a book in your Office by which it will appear I am not indebted — I am so far from being indebted to the public — I shall thank you if Consistant with your duty to forward such a Certificate to me by the Bearer, who will wait on you for that purpose.
I am with respect
