I have this moment received yours of the 26th (undecipherable) your letter of the 13th Decem last was duly received expecting Mr Pierces return prevented me from writing to Mr Philips as the business properly comes under his notice - in respect to the request contained in your letter received this day I am sorry I cannot comply with it - for tho you are not indebted to the United States as an officer in the late line of New Jersey yet while

your accounts as agent to the artificers remains unclosed it would be improper for me to give the certificate required.
