Description

Knox refers to John Sullivan. He gives guidance on the use of force in dealing with Sullivan. Says he should first represent the criminality of conduct and the intent of United States to prevent such audacious proceedings. If this is ineffectual, then use force to prevent the execution of design. Is well aware of delicacy of situation. Nevertheless, execute duty as far as may be practicable. If the designs [for secession] are in embryo, asks that he be informed. No such design indicated by a person from Franklin, regardless of what is intimated by Sullivan's letter to Major Brown; Maintain vigilance. Discusses visit to Don Francisco Cruzat; asks that Harmar cultivate good relations with Spanish. at St. Louis.
