I have the honour to acknowledge the receipt of your letter of the 31 Ulto. which comes to hand the 23 Instant
At this time when the late Gen'l Assembly of this State felt the necessity of acting agreeably to the request of Cong's [undecipherable], we know nothing of the transfer of Captain Jeffers to the Connecticut troops on the Ohio, or that he was doing duty, there —
With Respect to the Troops which are to be raised, by the [undecipherable: Resolve] of Congress of the [undecipherable] to prevent any delay in carrying this business into Execution, the Gen'l Assembly have thought fit to [invest?] me with [Powers?] to do the needful, in their vacation.
It appears to me Expedient to appoint the [undecipherable] who are now in actual Service on the [undecipherable] if there remain a Sufficient number of unimployed Characters willing to continue in the Service —
I have accordingly appointed Maj'r John [undecipherable] to be Major, but not being possessed of the means of knowledge, to ascertain the arrangement & number of the Connecticut Officers now in actual Service am not able to compleat the appointment of all the Officers. [undecipherable] to this office to favour me with a State of the present Arrangement & number of the Connecticut officers now in actual Service, as soon as may be —
