[Sif] West Point Nov^r 8 1787 — I receiv^d yours of Oct^r 3^d by M^r Cleves Yesterday — And Now forward The Ordnance & Stores you directed — Agreable to the Inclosed Invoice — As there was no Vessel that I Could depend upon, would Sail Before Some time next week — I have agreed with M^r Duncan to transport them to New York for the Sum of Four pounds ten Shillings. I have forwarded to M^r Duncan the Returns of Ordnance and quarter Masters Stores, for the month of Oct^r 1787 — I am &c — The Honourable Major Gen^l Knox Secretary at War Sir West Point Nov^r 21 1787 — Agreable to your directions, Captain Burbeck Ordered a Court Martial and had the two prisoners, Robert Welch, and William Wiat Tried — which proceedings he informed me he has transported to you — As the Court have sentenced them to be put under Stoppages — I have for your Information Stated, the Dates of their Enlistments — and what pay each of them have received. Robert Welch was Inlisted September 28, 1785. And has Received Three months pay — William Wiat was Inlisted May 13, 1786. And has received four months pay — The above pay is what they have received exclusive of the months pay which Lieu^t Moore received for them a few days ago — as he has detained that in his hands untill he shall receive directions from you, wether it shall be paid to them or not — I have made enquiries about having the two Hundred pounder Casks made that Will Contain One Hundred pounds of powder each — And find that I Cannot get them made under three shillings New York Currency for each — to be delivered by the Last of May 1788 — If the General will please to Inform me, wether he will have them made — And the terms of payment, I will make a Contract for them Immediately, as the sooner it is done the Better — And I do not think they Can be made Cheaper, to do them that Justice they deserve, both In Stuff and workmanship — I am &c &c The Honourable Major General Knox Secretary at War —
