Sir
I do my self the Honour to acquaint you that being informed by Majr John Palsgrave Wyllys Senior Officer from this State of the Troops raised in Connecticut by the Act of Congress of the 2d of April 1785 that certain Vacancies have taken place in the Officers which were to be filled from this State by the aforesaid Act of Congress: The General Assembly [strikethrough: of this State] which are now Sitting in this City, have filled those vacancies by appointing Jacob Kingsbury Lieutenant in the room of Lieutenant Joseph Willcox promoted, and [undecipherable] Hartshorn Ensign in the room of Ensign Daniel Bissell, resigned; and Wareham Strong Ensign in the room of Ensign Jacob Kingsbury promoted; A Copy of the Act of Assembly appointing those Officers is herewith enclosed;
Those officers appointed are now with the Troops on the Western Frontiers, and I have thought fit to give you this Information that their Commissions may be forwarded if you Judge it expedient, by the Bearer Mr Williams Wells also confidential [undecipherable: prior?] who is, lately come from, & now returning, to the
