whom was referred the Memorial of Jedediah Huntington late a Brigadier General in the Army of the United States begs leave to report Begs leave to report that the difficulty attending the Petitioners and other Similar Cases has been that the General Officers not being Confined to one daily Ration as was the Case with the Regimental Officers have drawn from the different Commissaries such quantities of provisions on Account, as they thought proper for the Supply of their respective tables, that but few of these Gentlemen have kept any regular Account of their drafts upon the Commissaries, and that the Accounts of such Issues are so deficient that the Commissioner for the department cannot furnish from his Office such information as will probably include the whole quantity drawn by each Officer. Your Commissioner, by reason of this uncertainty, declined the settlement of these Gentlemens Accounts, none of which have been closed excepting those of General Thompson under the resolution of October 3. 1786 and General St Clair under that of July 3. 1787.
