Office of Army Accounts New York Aug 11^th 1787 Sir I have now the Honour to Inclose a Copy of the Accounts Currant and monthly Reports of the Pay due a Detachment of the 2^nd [undecipherable] Regiment under the Command of Col Henry Jackson and also the Pay due a Federal Corps of Artillery under the Command of Cap^t Henry Burbeck the Pay of those troops commenced from their respective Appointment and Inlistments and ends the first of May last — the Moneys Charged in the Books of this Office against those Corps is not brought into View but left to be noticed hereafter agreeable to your directions —— Ja^s H. Jo Howell The Hon^ble The Secretary of War Sir Boston Aug 17^th 1787 I fully thought when I met you last that my Account as I left it when in New York left a Ballance in my favour — but by your Statement of the 8 Instant I observe a ballance from me to the U.States of 40[undecipherable] Dollars though I cant find that you have Credited me with two months pay as Paymaster, which was due me on the last Settlement and Noted by yourself on my account in my favour — if this was added to the Account you was so good as to Transmit me, It should leave a ballance of 20 Dollars in my favour — exclusive of Advances yet unallowed, and which I Intend should Remain, in hopes M^r Pierce would so far at some future day to allow them, as you very Justly Observe they are right to be Passed to my Credit — I am much obliged to you for the Statement you Sent me and am sorry it wont answer the purpose you Intended by it — the Resolve of Congress is so pointed that no proportion shall be paid to the party shall Produce a Certificate purporting that Nothing is due to the U.States, that I find it Impossible to Obtain the even Settlement. I can procure such a Certificate, notwithstanding any offer on my part to have the deduction made which you suggested how Systematic, however — I have therefore here with Inclosed 40 [undecipherable] Dollars with the Instructions for them with a view to open the path and make clear the way of every Obstruction, that in case you cannot be consistent with the duty you think you are bound to observe between the U.States and an Individual, grant me without you will then Please to Credit my account with the same and Transmit me —
