Dear Sir
In order to make the account of Capt. Fels the more clear I have obtained from his Office at New York a Copy of his pay Voucher stating all the account he settle there and also a copy of the accounts he settled in this State which I enclose with the one I received from you — By these you will find that his pay from January 1. 1777 to Dec. 15. 1783 has not been twice drawn but after that to Jany. 1. 1782 it has that his rations from June 1. 1776 to Dec. 10. 1776 has not been twice drawn, but that they have been so from December 10. 1776 to January 1. 1782 the the allowance for them have been different — I am unhappy that he has committed this error which brings him very considerably in debt to the United States, or to the State of Virginia and which he is bound in honor to refund — In respect to the expenses intended to be allowed to him and which I
