In reply to yours of the 30th ultimo I beg have to inform you that the Certificates for the pay & of Dr. Webb Captain Muir, and many others, are ready to be delivered to their orders. I wish not to run the risk of the post which prevents me from sending them by that Conveyance; but for, if you will take that Chance they shall be forwarded, on your sending a Receipt it may be done in the form of a Register the number and amount being uncertain a blank May be left for me to fill; be assured a true copy of the register and receipt shall be transmitted with the Certificates. I have searched the Journals of Congress and cannot find any act of that honorable Body that gave Colonel Cropper the liberty of retiring until Called for, as he has expressed in a note on his account. Neither does the arrangement of the frigmie line made the 10th of February 1781 make mention of him either as arranged or retiring from Service, from Which I presume you will join in Opinion with me that more Circumstantial evidence should be produced before his claim can be admitted. —
