Richmond, April 16^th 1787 The Honorable Secretary at War Sir I am myself the honor to make the account of the Physician that attended Capt. Watts [undecipherable] which was omitted thro' mistake when the other accounts were forwarded. I am no judge of the reasonableness of the Charges but I am informed that this Physician is a man of the strictest honor — I am to inform [undecipherable] Commission who are sensible of his [attachment?][undecipherable: ment] but his place filled up by [undecipherable] Jan: Watts. The latter of which Gentlemen requests that you will be pleased to extend to me his commission, which according to Cap^t Watts Certificate on [undecipherable] and the matter already forwarded is to be dated from the same time with that of the other Officers — Jas: [undecipherable] --- Jos: [undecipherable] Esq: Richmond [Virginia?] May 15^th 1787 Sir, I have but now received your favor of April 8^th and am much engaged at the intelligence it contains — I wish you to find if this [undecipherable] has not come this way or into this State.
