New York May 11. 1787—
In consequence of Mr Pierce being called to the Southward to transact some public business, the settlement of the army accounts during his absence devolves on me; I have therefore to acknowledge the receipt of your favor to Mr Pierce of the 8th Instant, and agreeably to your request have enclosed you a Statement of the accounts of the late Colonel Dunbar, which will inform you the reason of Mr Pierce's request to the pay Table to stop the issue of their State notes to you.— When Captain Dunbar received the certificates for the pay retained from the Colonel, we were not possessed of the two last charges, but which have since been forwarded by the pay table at Hartford— those charges as you will observe, brings the Colonel greatly indebted to the United States.— I cannot for my own part suppose, that as the sum of 5200 dollars was received for the express purpose of "paying the Continental Bounties" that the Colonel has either given this money to some one or more persons to distribute it, or that he did himself, and has neglected to take receipts. My supposition arises from a knowledge which I have of the Settlements made by the Officers of the Connecticut Line— and that few of them on a final close of their accounts— became indebted to the United States— perhaps you may be enabled to throw further
