New York, May 7 1787
Agreeably to the request contained in your letter of the 23 ulti[received on saturday last] I have sent on the papers relative to the accounts of Colonel Baylor — Doctor Bond's amounts have been Settled by Mr Walker, and the balance of his pay to the 31st December 1783 has also been granted him by me, the Doctor Claims an extention of pay to the 1 January 1786. which I do not think prudent to grant without your approbation, altho I am of opinion that he is in some measure entitled to it, and appears that he received money of the late Superintendent of Finance for his department as late as august 1783, and paid his Clerk to the 1st November following, the Doctor has wrote you on the Subject and sent Copies of Certificates given him by Colonel Walker and Mr Hillegas, by which you will be able to Judge of the propriety of his claim. if you are of opinion that his pay should be extended you will please to inform me as soon as possible. General Putnam has made application for the pay retained and that which was granted by the States in 1780, also for his Rations for the year 1780. and 1781 — I want to Congress your report relative to the pay, the Rations was not mentioned as you have indorsed your opinion that he was entitled to the rations from which I supposed you meant to grant them, was this your intention? if you let me know I suppose a Certificate from the General or from the Commissary that rations were not drawn during this period will be Necessary previous to any allowance —
