Dear Sir
The Certificate you allude to in your letter of the 2. Instant was issued to Alexander Fowler Esquire (late Auditor for the Western district) in consequence of Sundry goods supplied a detachment of the Maryland Troops under the Command of Major Marbury at Fort Pitt in the year 1783. Mr Fowler expected to have received the cash for those Supplies, but being disappointed there was no other method left to secure him than by transmitting the charges to the Commissioner for the State of Maryland and having the same deducted from the pay of the men — this was done and the sum mentioned in the Certificate was the amount So Stopped and passed to Mr Fowlers Credit in the books of this Office —
It may be necessary to mention also that Mr Fowler assigned the debt to Casper Singer and Sons of your deity to whom the Certificate was given
