I do myself the Honor to enclose you a Statement of the pay an clothing due that part of Colonel Humphreys' Regiment raised in Connecticut — the muster Rolls of Cap. Throop's Company is imperfect in respect to Joseph Hill and Bejamin Tooley, whose dates of enlistment are not inserted. They have with John McBride received money previous to their desertion, and the pay of those men will not cover the money advanced — I am opinion that the officer who paid those men should be accountable to the united States and the sum deducted from his pay. — the clothing issued to deserters in four instances was more than what they were entitled to receive for the time they served — but as the whole amount due them will Cover the Clothing received, the United States will Sustain No loss.
