Sir
Agreeably to the orders of Congress I have this day directed Coll Jackson to disband all the troops rais'd agreeably to the orders of Congress of the 20th of October 1786 excepting the two companies of Artillery commanded by you and Capt Savage.
I have requested him to discharge any defective men that may be in those two companies of Artillery — to have them uniformly clothed, and marched to Springfield as soon as possible.
You will therefore apply to him immediately for the accomplishment of those objects, and also for one months pay, and the subsistence of your Officers to the 1st of May. You will therefore now set for to march to Springfield with all possible dispatch.
You will apply to Mr Stephen Bruce for four Waggons or four Ox teams to transport the baggage to Springfield, and also to supply you with fuel, and any little contingent expences of the march.
When you arrive at Springfield you will find an arrangement for furnishing you with provisions laid from be. You will apply to Colonel Jackson for Arms and Accoutrements, and a supply of Barrack utensils.
You are to be stationed at Springfield for the sole purpose of protecting the federal property at that place. You will maintain the highest discipline in the troops under your command, and punish them Severely for any injury to the persons or properties of the Inhabitants.
You will report to me your proceedings in consequence of these instructions, and inform me of the time when you shall march.
Should your clothing be on hand and not finished you must not be detained on that account for any length of time — But you will make arrangements with Mr Bruce for forwarding of it to you at Springfield, taking with you Arms and other indispensible articles.
I address you these orders on the principle of your being Senior to Captain Savage who is to regard these orders from you as if coming from me to him personally.
