New York April 4^th 1787 [M^r Wright's notation — there has been no stoppages made from his pay for [undecipherable] his [undecipherable] are refused to the agents of the Line — Sam^l [undecipherable] Cap Stephen Stephenson] The Commissioner of Army Accounts to whom was referred the Petition of General William Irvine, beg leave to report. That on the 10^th June 1775 Congress granted the additional pay of one hundred & eighty dollars to a Major General when commanding in a separate department. That an allowance of 125 dollars monthly was granted on the 15^th of April 1777 to Brig^d Gen^l Howe and any officer of equal rank who should [undecipherable] be in the command of the Troops in South Carolina and Georgia and also on the 14^th of [undecipherable: May] 1779 a grant was made to Brig^d Gen^l [undecipherable: Moultrie] of the Extra pay of a Major Gen^l in a separate command command who is commanded the Southern Army — [undecipherable line] commanding a separate department was next to the commanding General at [undecipherable: West] Point which grants are all the precedents found on the Journals of Congress [undecipherable] to commanding Officers of separate posts and were [undecipherable] by the resolution of April 25^th 1782 implying that to the General commanding the southern Army — the [undecipherable] of the Generals commanding at Fort [undecipherable: Pitt] all is unprovided for by any resolutions which command devolved on the following Officers — viz — Brig Gen^d Hand from April 10^th 1777 to May 2^d 1778 Brig Gen^d McIntosh from about May 1778 [to] July 30 1779 Col Dave Broadhead from about [undecipherable] 1779 [to] [undecipherable] 24, 1781 and General Irvine from Sept 24 1781 to the close of the war Your Commissioner having examined the settlements of these gentlemen finds that in no instance any extra pay has been admitted to their credit in the Office of the United States but from the consideration that until the army were supplied by contracts which was at Fort [undecipherable: Pitt]
