Dear Sir
I did not answer your letter of Nov. as I found that the Board of Treasury were determined to alte the system and make a new appointment of a Board for the Purpose where opinion on all difficult questions would be final whereas any opinion of ours was liable to their revision and of course not of consequence —— I have sent you the papers agreeable to your request of the 23 Inst —
