[Honorable Board of Leapt Thos Mackers Treasury March 16. 1787] [Copied] Office of Army Accounts New York March 16 1787 Gentlemen In conformity to the directions of your honorable Board I have attended to the claims of [undecipherable] [undecipherable], [for?] a compensation for, a sum of public money lost on his travels, and for a depreciation on his up to his pay as [undecipherable: Engineer], and beg leave to report. I have [undecipherable] the sum of [the?] [hundred?] Dollars from [undecipherable] on the 23^d of September 1780, that on when the [undecipherable] of October following, [undecipherable] the [undecipherable] baggage and clothing, [undecipherable] [except what he had on at the time, that he has accounted with] all the public monies that went [there?] [undecipherable] that it does not appear, that he made any payment for [undecipherable] this money [undecipherable] for his baggage, [not?] only forty Dollars, [paid?] on the 2^d of October. I beg leave therefore to submit, the [probability?] of his loss of this money, no [undecipherable] the [forty?] [Dols?] he has paid, and the propriety of the [undecipherable] of the [undecipherable] being allowed to him as his illustration. [Leaving?] after the 21^st of November 1779, he drew from [undecipherable] about [undecipherable] about forty nine Dols, for his up to his pay as [undecipherable: Engineer] from April [8?] 1776, to Novem^ber 23 1780, at thirty Dollars [undecipherable], on which [undecipherable] claims as a depreciation. If his [undecipherable] [undecipherable] the [undecipherable] resolution of April 1780, [undecipherable] was [an officer?] entitled to a depreciation, on the [undecipherable] [undecipherable], [whether?] he had power to that [undecipherable] acting, as [President?] of [July?] [42?] 1783, has allowed him to his [State?]. for the same; but [certain?] what [amount?] this [undecipherable] has been determined among the States whether it has been [undecipherable] a principle that has been admitted by some of the States, but [known?] for an Officer of this description, is entitled to the [undecipherable], I beg leave to [undecipherable] by [undecipherable] that [undecipherable] the board [undecipherable] by [undecipherable] [granted?] and therefore no resolution is necess[ary] in his case, as the depreciation has been hitherto made up by the States, I do not know the [mode?] of [undecipherable] principles adopted by them in instances of this nature.
