depreciation on my pay untill I left the line, but there being no law that will justify you in granting my request I must desire you will consider this an application for my depreciation I propose to memorial Congress on the Subject and from the disposition of many members of that Honourable Body have not a doubt but they will pass a particular Resolve in my favor as has been done in several instances similar to mine— You will particularly oblige me by early giving me your sentiments on this subject and inform me if it is necessary to make application to the House of assembly if in case Congress are pleased to recommend me to them for a settlement
