The Assistant Commissioner of Army Accounts to whom was referr'd the Petition of John R. de Haas begs leave to report.
That the late General De Haas while Commanding the first regiment of Pennsylvania received from the United States for his Pay, and raising of said Regiment in 1776 &1777 about the sum of 13,000 dollars; that your Commissioner has examined the Vouchers for the expenditures of this Money and finds that about 8,000 dollars were issued to the Officers for the pay of their several Companies for which proper vouchers appear, and that the residue has been advanced for the purposes of raising the regiment on the new establishment & had which advances are not supported by receipts from any one of the officers, but merely charged by General De Haas in his Memorandum Books.
Your Commissioner further begs leave to report that from the evidence of Mr De Haas, the son, that several principals vouchers are withheld by a Mr Rhaller who had the Confidence of Genl De Haas and acted as Quarter Master to the Regiment, which vouchers he
