cause Ellicson to request you to [undecipherable] their certificates in your hands that [they] [undecipherable] may be received — As I cannot do this without the certificates now in your hands and the payment of Advances made by Pensylvania and Virginia I must request that you will be pleased to deliver them [undecipherable] to some body upon coming to New York to whom I will receipt for them and that you will forward to me an account of your payments to them [undecipherable] which will oblige dear Sir &c Pierce James Nicholson Esquire New York January 2^d 1787 Sir, I'm found that a misunderstanding has arisen in the Office of Accounts in the States of Pensylvania & Virginia for both of those States admitting those Officers and Soldiers of Colonel Moylan's Regiment that were originally inhabitants of Virginia and in some instances both of them settling their depreciation accounts and the latter had also made a settlement of pay & subsistence to the first of January 1782 for some of those Officers and as I did in my settlement with the Regiment take up their advances from January to 1783 and their pay from August 1 1780 — there must be a new commission to cover in the settlement and therefore I have desired M^r Nicholson to when he has the certificates so placed to forward them again to me that I may revise their whole accounts for which purpose I shall want a copy of the settlements made by those States there it is some and more also certificates to that purpose and also an account of any advances which ought to be charged for either of those States —— Colonel Moylan's not having made a settlement of his accounts or rendered any accounts of his advances occasioned me to stop a small sum from each Officer for the purpose of covering any advances which he might bring against them for something. It will be necessary therefore for a compleat settlement of these gentlemen's accounts that they obtain his certificate of his advances to them —— Cap^t Peter Mansfield Pierce New York January 2^d 1787 Sir Your Letter of the 26^th of December last has come to hand and I am considered [undecipherable] on two points. First in answer to your [undecipherable] in your case, the first is that you now be appointed [as] Senior Surgeon [and] duly [undecipherable] and the second is that you were arranged under those Resolutions — To prove the former of these points you produce a [undecipherable] from General Lincoln [undecipherable] that you were employed as a Senior Surgeon and a certificate from General [undecipherable: Elbert?] of your character while you acted as a Surgeon — neither of which goes to your appointment or to the second question your [undecipherable]. In order to authorize your [undecipherable] the recommendation you required it will be necessary that you procure evidence on these points from the records of the department or from those if any one of the junior Officers. I have searched for this information both in the [War?] Office and in the Treasury and can only find that you were listed in the latter as a Senior Surgeon but the evidence in it does not appear nor does it appear by the papers of your settlement that you were arranged, on the contrary the Comptroller has rendered you as having resigned your appointment — James Pierce [undecipherable: Doct.?] Solomon [undecipherable: Watkins?]
