It is found that a misunderstanding has arisen in the Office of Accounts in the States of Pennsylvania & Virginia to both of these States adopting those Officers and Soldiers of Colonel Moylands Regiment that were originally inhabitants of Virginia and in some instances both of them settling their depreciation accounts and the latter had also made a settlement of Pay & subsistence to the first of January 1782 for some of these Officers. and as I did in my settlement with the Regiment take up their subsistance from June 1779 and their pay from August 1 1780 — there must be a very considerable error in this settlement, and therefore I have desired Mr. Nicholson in whose hands the certificates are placed to forward them again to me that I may revise their whole accounts. for which purpose I shall want a copy of the settlements made by these States where it is done and where not a certificate to that purpose and also an account of any advances which ought to be charged for either of these States —— Colonel Moylan not having made a settlement of his accounts or rendered any accounts of his advances, occasioned me to stop a small sum from each officer for the purpose of covering any charges which he might bring against them for recruiting. It will be necessary therefore for a compleat settlement of these gentlemens accounts that they obtain his certificate of his advances to them ——
