I have delayed the gentleman who handed me your Letter of the 30th Ult. until this day in order that I might myself survey tge whole Muster Rolls of your Regiment and obtain a thorough information of all tghe circumstances that attend the Recruiting of it.
I have now from a consideration of these and the statement contained in your Letter formed an opinion that I shall not be justified on the evidence before mein making an allowance for your advances to your Officers beyond what you have received from the order an absolute necessity before your claim can be admitted that you obtain the approbation of Congress for it,
