Dear Sir
Your favor of the 20th Ulto was duly received a partly to your request I have enclosed an account of the Monies which you have received in the accounting from Dr in favor of your Company — The Resolve of Congress of Novr 2d 1785 limitting the claims of the Army to the 1st August last — which was published in the papers above Six months since severely prevents me from complying with your wishes in having your Account Settled and entirely to redem any Claim which you have to any Other Officer against the United States untill the application had been made before that period and the accounts filed in this Office I know of no Officer that is now authorised to settle with you, neither can I inform you in what manner you will be able to procure the Money which you say is still due —
