Dear Sir
Captain Matthew Scott late of the 13th Regiment Pennysla has applied for a Settlement of his Accounts the Claim being founded in this Office I have made a Stating of the Account in order to inform you that he is not indebted to the United States the balance now appearing due cannot be granted without a Special Resolution of Congress —— On the 5th August 1779 Captain Scott made a Settlement with the late Auditors of the Army and received a provision of eight dollars for imbursing the sum his departure immediately from Camp prevented the Mistake being rectified at that time and the Account being now mustered lays out of my power to do it you will therefore be pleased on Settling with him to Credit the difference between Wt allowed & the B secured to the United States — Captain Scott informs me he has the Inlistments at Philadelphia which will enable you to form the Settlement — Capt Scott has a credit of 420 dollars being so much returned unto the Pay Office as part of Spunning Pay which sum still remains in the P.M. Genls Hands
