I supposed that at their [undecipherable] they claim of Mr. Morrill was a subsequent to [undecipherable], in what he had [undecipherable] [undecipherable] transaction with which the United States had an advance, I on this opinion I still continue, and I suppore [undecipherable] not authorized to consider the pay of these men as due to any individual, but on the contrary apeared by the State, and therefore according to the Resolves of Congress already done the other advances [undecipherable] [undecipherable] State it appears paid [undecipherable] that your original return, [undecipherable] [undecipherable] of the sum and as authority from this [undecipherable] he [undecipherable] and [undecipherable] that [several lines undecipherable] [undecipherable] passed by now, to be considered as [undecipherable]- J.
