Philips and John Thomas for 10,283 76/90 Dols in Certificates, which they have not accounted for, I take the liberty therefore to request that you will call on them to deliver into you the vouchers that they have taken for these certificates, and where they have not been issued, the certificates themselves, and in case they refu this is refused, that you would cause the obligation to be put into suit — a certificate] from your office sufficient to which will authorize a charge against the state will be a sufficient voucher for these Gentlemen.
