Major [undecipherable] brother George Dunkins [undecipherable] many here for the pay and commutation due to the Major, except [undecipherable] dollars which is [stopped?] in the hands of the [public] for [some settlement?]. He acted as Paymaster for some time at the Northward and belongs to [Battlers?] company called [undecipherable] regiment the accounts of advances to which I have not been [able] to get into my possession, a stoppages is [there] made from each Officer and that is drawn into whose hands the remaining monies was paid.

Your several letters of October 9 & 16 and of the 4th & [undecipherable] [instant] are to be acknowledged — I am of opinion that the State of Virginia has not obliged the Officers to account for all the old monies received by them from the United States on account, and that there has not been a sufficient attention to the Resolves of Congress — on the foot of this I should make out a clear stating of the money each Officer ought to have been charged with, and as to the second the Commissioners [undecipherable] these settlements will undoubtedly consider that the State cannot receive a credit except where it is authorised by the Resolves
