Dear Sir,
Major Fishbourne's brother George Duncan is now here for the pay and Commutation due to the Major, except Three Hundred Dollars which is stoppage in the hands of the public for certain [undecipherable] ites. He acted as Paymaster for some time at the Northward and belonging to Batties commonly called [undecipherable] regiment the accounts of advances to which I have not been [undecipherable] to get into my possession, a Stoppage is thereby made from each Officer and that is drawn into whose hands the remaining monies were paid.

Dear Sir,
Your several letters of October 9 & 16 and of the 4th & 7th Instant are to be acknowledged — I am of opinion that the State of Virginia has not obliged the Officers to account for all the old monies received by them from the United States on account, and that there has not been a sufficient attention to the Resolves of Congress — on the foot of this I shall make out a clear Statement of the money each Officer ought to have been charged with, and as to the second the Commissioners therefor these settlements will undoubtedly consider that the State cannot receive a credit except where it is authorised by the Resolves
