War Office October 21st 1786 Sir In obedience to the act of Congress of the 20th instant, which you will receive from the Secretary I have the honor to inform your Excellency, that the proportion of commissioned officers for the two hundred and sixty men to be raised in New Hampshire will be as follows. It had been usual in the recruiting service as an inducement for men to enlist to advance at the time of being Sworn, two dollars or half a months pay. If your excellency will please to make an arrangement for the instant supply of this money, and some small advances for fuel. Shaw and barrack utensils it shall be replaced to you in a short period. I have enclosed recruiting instructions for the senior officer, whose name you will have the goodness to insert. (undecipherable) will dictate that the rendezvous of the troops ahould be as few as possible, at one, or at most two places. as soon as your Excellency shall have made the appointments I request that you would transmit them to this office, and their commissions shall be forwarded.
