On the 15 of December 1783 I did myself the Honor to request the direction of Congress on the Subject of the Rations of the Officers of the Army. after their furlough had commenced under the Resolution of the 26th May preceding, which were generally due from 1 July to the 3d November for the Northern Army and from the first of August to the 15th November for the Southern Army, as I did not receive instructions in Consequence of this Application, I have not admitted the Claims of the Officers for this part of their Accounts, either in many a Certificate supposing that the intention of Congress in furloughing the Army was to Supersede this expence. The Claims therefore of the Gentlemen you presented to me this Morning, so far as they are Comprehended in the foregoing description are not admissable unless the Sense of Congress is Obtained upon them.
