The Commissioner for Settling the Accounts of the late Army to whom was referred a Letter from Major Genl S. Llair, begs Leave to report —
That the General Officers of the Army were not confined in their drafts to any particular quantity of Rations or Commissary, and therefore your Commissioners conceive it to be improper to settle with them without a Collection of their Accounts from the Commissaries departments, or that the quantities they have received should be ascertained in some other Manner.
The Commissioner does himself the honor to Enclose and Extract of a Letter from Mr Burral shewing the difficulty of Checking those Accounts in any of the Public Offices. He therefore begs Leave to Submit, the propriety of the General Officers rendering and Accurate Accounts of what quantities & Species of the Articles they have received from the Public from time to time in the Supplies of their respective tables and Attesting to the same prior to the Admisfion of their demands for Arrears of that Nature.
